The construction of large residential and commercial properties requires significant financial resources,
which demand complicated procedures.

Project financing allows the investor to realize the construction of real estate with his own funds (25% –
30%) by establishing a SPV (Special Purpose Vehicle), a company that will be the bearer of the project
and whose property will be used as way to secure the loan that the investor takes from the bank. When
the investor owns construction land and a building permit, he has met the basic requirements for this
type of financing.
The investor hires a supervisor to ensure that he meets the conditions for the loan, while the bank hires
him to ensure the intended use of loan funds during the development of the project.

The bank states in the contract and requests for project financing what it expects from the investor, as
the beneficiary of financing in the construction of the facility and the supervisor who represents the
main link between the bank, the investor and the contractor.

Although it is mostly used for the construction of residential and commercial buildings, new
opportunities for project financing are opening up in Serbia: hydropower plants, wind parks, solar power
plants, biogas and biomass plants.

• Supervisor duties:
  creation of business plans
• preparation of feasibility studies and best and most cost-effective use studies
• carrying out technical monitoring of the investment and checking whether the project is being
• carried out as a whole and in accordance with the investment budget
• to inform the bank and the investor in a timely and detailed manner during all phases of
  construction of the facility by submitting letters and reports (zero, periodic reports and final
  report).
